From 27 to 30 April, participants from donor agencies, UN agencies, the World Bank, the NGO community and the Ministry of Health convened in Kigali, Rwanda, to discuss Performance-Based Financing. The meeting was organized jointly by the World Bank and the WHO. Members of the Harmonization for Health in Africa (HHA) attended the technical consultation.

Recent evidence from the large scale WB rollout study which studied the impact of Performance-Based Financing (PBF) through a randomized quasi-experimental design, shows a significant impact of PBF on certain services.

Participants spent one day in the field to study the Rwandan Hospital and Health Center PBF models, using a participatory methodology.
